Is a PVC pipe safe for home made CAI?

I'm planning on installing a homemade cold air intake. The intake I made was from a how-to article on mustangworld.com. You can find it there under the how-to section. Anyway my buddy said he heard that PVC releases a toxic gas when heated. Not trusting his memory, I looked this up and found that PVC releases chlorine gas when heated in an incinerator when it's being disposed of. I doubt the PVC elbow in my CAI is going to get hot enough to emit toxic gases. But, has anyone heard anything about problems with using PVC piping for a CAI? Just wanted to be sure because my friend has me a little paronoid now. It seems like it only releases gas when it is being burned, at least from what I've read from environmental protection web sites. Any info would be greatly appreciated.

In your opinion what gave you the most traction: widder rims or better (stickier) tires? I've got the stock '98 cobra rims (which I like) with BFG Comp TA's. Would I see much of a difference going from a 17 x 8 rim to 17 x 9 rim with the same level of tire. I want the wheels to be a little bit widder so they look more agressive but wasn't sure if that extra inch makes much of a difference?
