Is it valve float? Rev Limiter?

I have this problem where under WOT at 5500 rpm it sounds like im hitting the rev limiter but the rev limiter is 6250 correct? I do not have the Edelbrock Heads on yet I was hoping I could get a cam first and do it both at once. Im wondering if its valve float. RPM is being measured by a 5' Autometer Tach. Its been doing this for awhile way before the blower went on, it doesnt sound violent or anything, it just sounds like rapid spitting coming from the exhaust and the engine feels like its cutting in and out. What do I look for for valve float could it be something else. The heads on there have around 100k miles, and sat there for awhile being unused. Does this sound like valve float?
 
Ok guys i need to figure out this problem. 5600 rpm it starts sounding like just rapid spitting out the exhaust no real lose of power though, i was able to watch my boost gauge climb to 8-9 lbs today but once i kept in it it just lost all power which i assume is the rev limiter cause it just acted like the engine stopped for a split second is this the rev limiter??

fuel pressure is at 42 lbs, and timing is at 12 dgrees. Heads are stock with stock valve springs, u think this is the issue? I have the edelbrocks but im waiting for a cam to put it in
 
I see in your sig your running 4:10's with a blower so you climb up those RPM's FAST!!! Possible it's valve float as I am going thru the same thing but I have heads and cam. The fact that your heads cam springs are stock I dunno?? You sure though your tack just isn't off?
