lift clutch pedal to adjust??

well i was reading my owners manual today and every 5,000 miles it says to lift the pedal to re-adjust... is that nessesary?/ ive never heard of that, also, another question..... how much should i tighten the front swaybar nuts... i tighten them so that about 1/2 inch is on top of the nut, should i just tighten it till the screw type thing spins also or how much??

so it is a good idea to pull up on the pedal once every 5,000 miles? how much do u pull? is it just like one pull or a bunch of smaller pulls?
i am kinda not sure because sometimes my clutch has a bit of looseness when its out. it just seems its very loose for the first 1/2 to an inch of travel from being completely out.

My clutch pedal goes sloppy quite often, and pulling up won't work. I have to reach under the dash and push up on the quadrant. I've got to get it replaced... just never seem to get around to ordering a new one, and I'm not interested in another adjustable plastic one...
