Lifter cleaning help

The Ford manual says for lifter maintenance to take them apart and clean the parts, check for worn spots and put them back together with out exchanging parts from other units.

It didn't say anything about charging them up with oil during assembly. Without oil the plunger goes right down. I don't think this is correct. I'm at a stand still until I have confidence that in these lifters.
 
It's actually quite amazing how fast oil will fill up the lifters when you turn it over for the first time. Don't worry yourself too much about pre-charging the lifters unless you have adjustable rockers or are changing anything. Otherwise they'll fill up just fine themselves within a couple rotations.
