No, maybe on a 03-04 Cobra.

Basially alll cold air inductions make the dsame hp rating, Yes even plastic to metal tubed ones.

RPM outlet GETS those #s, but the conditions can vary greatly. They also compare lowest stock to best after mod sometimes...or so I have heard. Most of this stuff is decently accurate and what you would get in a perfect world. Like the mazari electric waterpumps, they claim 17RWHP but people get 11 or so out of them. I dont doubt they got 17...but they probably did the before run in mid june and the after in december lol.
The mac dyno is also with teh MAF I think. They used to claim 23RWHP with that...they have since revised I guess, and no tellin, they may ice the intake on the after run. See what i am saying?

thpse are still cobra numbers.

steeda claims 7-10 rwhp. again in a perfect condition yes race track yes(if cooled down. daily driver youre pushing it especially in stop and go traffic where heat builds up and soaks the heat sheild which are usually made of some form of metal.
unless its the tuneable inductions stuff...... which i have read is a pretty straight up system.
