Make my own catted h-pipe?

Would it be legal to make my own catted h-pipe? I was thinking about getting an off-road h pipe and buying cats and welding them on. How does this sound?

this is what i recently bought, wasn't too bad it fits great, but you have to weld the hangers on as well as custom fabricate a smog tube for it. but for me it was worth the effort to save an extra 200 bux.
