NEED ADVICE ABOUT TUNING '02 NA GT WITH MODS!

I have an '02 GT 5 speed with mods.

mid-length headers
off-road x-pipe
magnaflow cat-back
steeda underdrive pulleys
mac cold air intake
accufab 75mm tb
accufab upper elbow
pro50 shifter

What is the best way to go about tuning this thing?! I want the best tune I can get without accually dyno tuning. I will have a wide-band 02 sensor in the car soon. My main concern is getting the A/F right on. (13.0.1 NA Correct????) along with nice crisp throttle response and more HP!

Hand held tuner??
Mail order chip??
Computer adaptive reflash??(BY THE WAY, WHAT IS THIS!!?)

SCT mailorder via ModularDepot - either the chip or the tuner. Personally, I'd spend the extra $ to get the handheld tuner...if nothing else, you can ck and clear codes with this.
