Need Quick Help With Dim Fog Light!

ok, I basically wrote the book on fixing cracked, and dimmed fog lenses... but this isn't about that... one bulb is clearly dimmer than the other side... I have a GT first of all, w/ 7000K Krypton Gas Bulbs (new set, literally brand new) Hooked em up, and I'm having the same problem w/ my stock bulbs (I just thought one bulb was burning out) I can stare at one side and not go blind, but the other side blinds me even at an angle...

-ok, now, I have checked the voltage -> 12.24 exactly on both sides, the resistance of the ground is .1 and .02 so both grounds are just about perfect... the lenses are feshly cleaned, and no hazyness on them... bulbs are brand new... someone please help me! I have a road trip comming up in 16 hours...

Is the harness melting, that happened when i had too high of watt bulbs in. It would dim almost to being brown, then if the wire was wiggled it would go back to the normal color.
