new 1.7 rr's are noisy - how to adjust?

i installed 1.7 ratio roller rockers today on stock e7te heads. i went by the book, took my time and everything was pretty straight forward. i coated the new pushrods with oil as well as the new rockers. i didn't need any shims, and i checked my pushrod lengths through various sources to verify they are the right length. so i crank the car and the the car is making a new sound. it's not a metallic tapping or clicking. i felt along the surface of the valve covers while the car was running and none of the rockers seem to be making contact with the valve covers. the valve covers are made by trick flow and are made to clear roller rockers. the sound is almost like a puffing sound if that makes any sense. does anyone have any ideas/inputs on how i can adjust this? if i can't i will just put the stockers back on til i can have a mechanic put them in. what is the torque setting for if and when i put the stock rockers back on? thanks.

these are pedestal mount 1.7 roller rockers. i researched what types were compatible with my heads before i bought them. i believe it has to be an adjustment issue. whatever to the good old days when you could find a shadetree mechanic?????

thanks chaingang - that was one of my immediate considerations. after the initial install i went back and removed all the rockers, then reinstalled them one by one double checking them. with each one i needed between 1/4 and 3/4 turn to finish them off hence i didn't think i needed shims. i finally gave up and reinstalled my old rockers and torqued them down to 20 lbs. when i was removing the new roller rockers i noticed two of my new pushrods were broken off at the ball end where it sits in the cup in the rocker arm. is this an indicator of something? did i just somehow tighten them too much?? or did i just get *****ty pushrods? they were 6.272 in length just like the stock ones i removed, and they were listed as hardened also. maybe i overlooked something that would be obvious to an experienced mechanic, which i am not
