New Lifters. One Is Lower Than The Rest.

Hey everyone. I am rebuilding a 91 mustang. Standard 302. I went with thr trick flow street heat top end. I bought new ford racing lifters. When I got the rockers on I noticed that the set screw on one of the rockers was much further down than the rest. The adjusting nut (the nut you run down to zero lash) was higher than the rest. I was very careful in installation. I set them all 1/2 to 3/4 turn past zero lash in the correct firing order. These lifters were pre primed. Is it possible that one lifter lost its prime? If so, will it pump up when I crank the engine? Thanks
