Ok i guess my question is should i always get a code 11 when doing koeo test? Meaning even if there are other codes present should 11 still come first?

No. you only get a code 11 if there are no trouble codes for a particular test. You have the potential for three code 11s
Koeo no codes = 11
Then it transitions into the stored continuous memory codes. No codes equal 11
Then, keor can give you another potential 11
So, two potential 11s with engine off, and one engine running. But if you have codes, you don't get 11
