The horns typically develop an internal short to ground, which causes the fues to blow.
The horns are located under the car on the driver's side, forward of the front wheel well. Disconnect BOTH horns, replace the fuse: if the fuse blows immediately, the problem is most likely in the cigar lighter circuit. If not, then press the horn button on the steering wheel: if the fuse blows the problem is in the wiring between the horn relay and the horn. If doesn't blow when you press the horn button, connect ONE of the horns and try again. If it still doesn't blow the fuse, connect the other horn. Chances are that the first horn you re-connect will blow the fuse. Whatever horn blows the fuse at this point has an internal short and is trash. Time for a trip to the junkyard...

I just had that same fuse blow, I noticed the cigarette lighter stopped working, then the horn after being cut off. A quick glance at the owner's manual shows a list of the fuses by amps and the corresponding slot they go in, also the functions affected by each.
In this case the slot is 16, the fuse amperage is 20, and the horn, cigarette lighter, and cruise control are affected.

Didn't want to start a new thread so I'll piggyback here. I'm have the same type of issues, no cruise, no horn, fuse blows, etc. My console is removed right now so no cig lighter even plugged in. I removed both horn wires from the horns themselves and the fuse didn't blow when I put it in. I hooked up the horn closest to you when you are looking from the bottom and still no blown fuse. I take the jumper wire and hook it to the top horn and the fuse blows. I'm guessing it's a bad horn then?
