No TPS voltage!

I have tried reading the TPS voltage and I don't get any voltage from it at all. I have a fox body setup. I also have a PMS and its giving me the missing TPS signal code. I bought a new one thinking it was the TPS and I still get the same results. What could it be?
 
Check the voltage from all three wires coming from the TPS with the ignition ON, engine OFF. The middle one gives the signal voltage for the engine computer, while the others are a 5v reference wire and a ground.
 
I'd check the wiring to the TPS to make sure there isn't a bad spot.

The voltage reference wire, which sends volts from PCM to the TPS, should be at 5.0 volts. Check that to make sure the PCM is communicating with the TPS.

The TPS should be between 0.5-1.0 volts at idle, and 4.0-5.0 volts at WOT.
