Non adjustable TPS?

In my 93 5.0, I have had engine troubles that lead me to beleive I have a bad or improperly adjusted throttle position sensor. I took it to my friend, a mechanic with a small shop, and he said that my sensor was not adjustable. He said I should just buy a new one. He has an F-150 with a 5.0 in it, and he said he had to do the same thing. He said some are adjustable, some aren't. I thought all EFI 5.0 mustangs had an adjustable TPS.

The engine is from a 93 GT Hatch with an automatic transmission.

Is it adjustable or not?

Hog the holes out bud, that it.

Point is: It needs to be under .98 volts engine off.

Had a car in the shop and it was 1.05 volts ! opened up the holes and brought it down to .90 volts. Surge was gone !
 
Every one I've delt with is adjustable.
It doesn't take much movement to get the voltage to change.
You can take a drill or round file and elongate the holes in the TPS. It allows a wider range of adjustability.
Keep the voltage below 1.0v at idle. .95-.98 is usually where I have mine set.
