Not able to reset parameters on obd port

Put a nee pcm on my Mach1 2003 had a locksmith cone by to reset parameters had power to obd port but couldn't reset or scan

If you put in an ECU, you can use that software to initialize the cluster to the ECU and then perform a PATS key program.
