Off Idle stumble. Fuel prob or vacuum leak?

I'm troubleshooting 1990 5.0 stang. (AOD)
MODS- upper & lower intake, 70mm TB, stock MAF meter, K&N 9" conical, MSD 6AL ignition, off-road Hpipe,headers,mufflers, adj FP regulator, 2500 stall.
(h2o pump and alternator only accessories)
Engine is not tripping any codes, seems to be getting crappy gas milage, and stumbles under accleration. will stumble when warm in park.
When at idle I see FP with all vacuum lines connected @ 35psi and pushing RPM's to 4000; FP drops to 30-31psi and will stay there. FP reads 45psi (vacuum disconnected from regulator). I have tried lowering pressure to 42, 40, 38, 36 (vacuum disc.) and nothing helps. Engine only stumbles from idle to 2500 or so. after that engine clears up.
Idle quality is good. 800-850rpms with no miss. IAC is clean and seems to be working properly. EGR sensor is still on and connected but the rest of SMOG crap is gone.
Fuel filter clogged? or Stock FP pump is shot? or vacuum leak? :bang:
(ALL MODS performed by me certified tech.)
