oil circulation problem

I am wondering what could cause that oil does not come out from all the rocker arms (when rotating oil pump through distributor opening) in 302w engine. Mostly at front . Lifters and pushrods are new. At least pushrods have no dirt inside. About 4 qts of 10w-30 non/synthetic oil is available.

I noticed there is an oil passage accross all the hydraulic lifters. How does the oil get to this passage? Does it have to go through some bearings (cam and/or main)?

There's an oil passage that runs down each side of the lifter valley to supply the lifters If you have the motor out ofthe car, you can see the rear of each behind the flywheel, there's a threaded plug at the end of each, it's supplied at the front of the block from the main passage from the filter.
