Rather, I consider it a sad commentary on our Society that people have such a cavalier disregard for their moral and legal obligations (driving drunk, not bothering to obtain proper insurance to cover themselves or others in the event of an accident, etc.)..

Unfortunately, this is true. I drive a lot during the course of my job and can probably tell who has insurance, a driver's license or if the car is legal. It's a little game I play in my head during the day.
