If you care about quality, you'd remove it, prep it properly and paint. These dashes have had a lot of contact with dirt and oils over the year and really need proper prep to make the paint stick. Without it, the paint will flake and rub off over time and it will look terrible.

I'll play the other side of the fence. I painted mine with it still in the car. I prepped the hell out of it, masked off very carefully and painted very carefully. That being said, I had everything else out of the car so it's not like I was painting it with the seats and all that crap in there too.

For my last interior project I bought a little kids plastic pool. I washed and scrubbed all the pieces with TSP and used the pool as a wash tub. The pre-mix vinyl interior paint works great when sprayed with a touch up gun. Don't forget to prep and use adhesion promoter before you spray.
Be careful with the padded parts. If they get wet they will swell and probably not come back. The a/c vents are a giant pain if you are changing color.
