opinions on un-shrouded electric fans please

So i have an electric fan to keep the car cool at idle, but it just doesn't move enough air. Currently i have a 14" pusher (there isn't any room for a puller) that is shrouded and rated at 1585 cfm. I'm looking to step it up to a fan that moves more air. The next step up in a 14" dia. is a Perma-Cool that doesn't have a shroud. It's rated at 2950 cfm. I'm thinking that this fan will be much better, but i'm wondering why it's unshrouded. Does it make any difference? (since it'll be set up as a pusher...I'm thinking the unshrouded one may actually be more efficient since it doesn't have to pull the air through the shroud..but i'd like to hear some other opinions.)

Or, i could do this....run two 10" pushers and cover more area, but combined they only move 2500 cfm. This may actually be better..but i'm just not sure.

What do ya'll think?

the 14"permacool might work well but i'm not sure if it would be any more effective than the 2 10" fans, pros and cons either way you go. the best solution of course would be the puller fan with a shroud. why is there no romm for a puller? just curious if you have a 429-460 in it or something
