Can the overflow hose acts as a vacuum to suck up the coolant/water when it needs it for the radiator? or does it only spit out coolant/water when temperature raise and it needs to get rid of it?

okay for the guys that moved the overflow hose to the washerfluid bottle... wouldn't your car overheat if its trying to get some coolant/water to cool down the radiator but it cant because of the washerfluid screen blocking it? Or whats going on here?

yes. there is two springs in a rad cap. one moves under positive pressure when is hot. the other moves with negative pressure and siphon back out of the over flow so long as the hose is long enough to be in the coolant.
