Pedestal Mount Rockers Shim Question

OK here are the specs of the engine relevent to the question

.040 302
Ported E7's, Surfaced .007" Just to make flat
FMS E-303 Cam
93-95 Cobra 1.7 RR's
Stock Roller Lifters
Stock Push rods
PBM .550 max lift springs
Felpro Head gaskets
Felpro head bolts

When I was installing the rockers, when I went to torque them to 25 ft/lb, I noticed that they were opening the intake and the exhaust valves. I ordered the Jegs Pedestal Rocker Shim kit with a .030, and a .060 shim pack. I installed all the .030 shims, and while I don't have any valves opening, I have some that have more slack then I feel they should have. I haven't primed the engine yet, and I am hoping that the slack will go away once the lifters pump up. They have been soaking in oil for over 2 years now... So I am not sure what will happen.

So I guess my question is: Am I doing something wrong? I have never built an engine with a non-adjustable valvetrain. Any advise would be welcomed!!

When the valve are opening, do you have the cam on the base circle?

Yes. I noticed that the bast circle from the stock cam (what I think was a stock cam) to the E-cam has a different base circle. The E has a larger base circle. something in the range of .030 larger if memory serves me. I checked them with an outside micrometer.

Quick test with the .030 shims installed.

Torque the rocker down. Lay a flat edge across the valve cover rail against the pushrod and scribe a small line. Loosen rocker and let lifter spring seat the cup against the retainer. When the lifter has pumped up, scribe another line. That will tell you the lifter preload you have.

Are these stock pusrods?

And for what its worth, the Ecam should have a smaller base circle. When you add lift, the base circle can change.
