Pedistal rockers and shims

I have a set of 1.6 pedistal roller rockers that I had on my stock heads.
Now I just put a set of Edelbrocks on, and I can't get the preload right.
I have .060 and .030 shims. With the .060 shim in, the valve will just barely open. I'm talking about .001-.002 inches. But it is still moving. But if I ads the .030 shim to that, then the pushrod can move up and done just a bit.
What should I do?
Also, I don't want to remove these heads for any machining.
Is the slop a better option? I know that the valves can't hang open at all, otherswise I would have poor performance.
 
While spining the pushrod on one hand tighten the rocker arm until the pushrod stops spinning after that you should be able to toque it in less than one turn. If you can't you'll need to shim up the rocker arm.
