lol ya, most states choose not to enforce the law. CA does however, they just chrush your car.

i let a friend drive my car last night to feel the new 4.10s and got pulled over, a week after taking out my hi-flow cats and running O/R pipes. we let the car running the whole time. the cop sat there and lectured us about how we have to be careful with these, and i quote "little mustangs are high-horsepower cars....especially this one" i almost died trying to keep from laughing. anyway, i cant believe he didnt peek under the car, with the smell of the exhaust from just sitting there idling, was obvious i took out my cats.

just to throw in my 2cents worth, the off road H-pipe was the very best thing I have ever done, except for the gear change. The sound difference alone is totally worth it, really makes your custom mufflers a lor more obvious.

The older Mustangs had 6 cats. The newer have 4 cats. I don't know what year they changed, but my 2000GT had 4. It has none now.

thats why i took the one off my 98 it had 6 cats,car didnt know how to act with the off-road x pipe,we here in missouri only have obd inspections with mils its a breeze,car stunk like fuel while the girl was scanning it.

same in MD... my car was so loud... they just passed it

i believe it wasa mid year 1999 change. i have seen 99 stangs with 6 cats and 99 stangs with 4 cats.
