Power Steering Problem

I just bought a 1991 GT with a power steering problem. I can turn the wheels but it is hard, the fluid is full, there are no leaks on the ground, i cannot hear any noises, and the belt is tight and not slipping. what could the problem be?

This sounds very typical of a failed power steering pump.

If the pump is dead did it blow chunks into the fluid? If so, what are the particles doing to the rack? A good flushing of the system may yet postpone the replacement of the rack. Not flushing the system may destroy both the rack and new pump.
