Pulled some codes and need some help!

As some of you know I'm hunting down a lean problem so I pulled some codes...

At 45 psi of fuel and 12* timing I was getting:

136 - KOER Heated oxygen sensor indicates lean condition - left side
172 - KOER Heated oxygen sensor indicates lean condition - right side

And I had code 212 stored in Keep Alive Memory

212 - Ignition module circuit failure/SPOUT circuit grounded

After going to 48 psi and 12* timing I am now getting:

311 - AIR System inoperative during KOER (Bank number 1 with dual heated oxygen sensors
314 - AIR System inoperative during KOER (Bank number 2 with dual heated oxygen sensors

During the second test I had disconnected the red vacuum line to hook up a vacuum gauge (could this be what these codes refer to?

The car was at operating temp for each test but I'm unsure how to diagnose these codes. Any assistance would be appreciated.

Also, I noted that at idle the car has 10 pounds of vacuum. Is that low even for an aftermarket cam?

I'm running a new H/C/I and have removed the smog pump which I believe is related to the 311 and 314 codes.
