Question about timing and timing light that I bought from Summit?

Let me ask another dumb question...what does pointing the timing light down at the harmonic balancer timing marks do...is it just to illuminate the marks better...how do you tell your at 10* timing for example by using that light?
 
with the car off use something that will show up really well on the balancer, like white out and mark the 10* mark. you might have to bump the engine over without starting it to get at it, and than mark where you want your timing at....start the car with the plug out and shine the light at the balancer. it will light up everytime cylinder 1 fires....now, turn the distributor (not sure which way) until the light is flashing on the second mark you made
