Quick question about the dreaded surge??

I have read up and performed alot of tests on the sensors and they check out ok. I pulled codes and all set there- codes present are for deleted smog. I am going to purchase a break out box for my car but have 1 small question before it arrives. I am having a surge and when I release the throttle I get 1 surge everytime. Is this a sure sign that in fact the IAC motor is not working properly. I thought I had read where this was a sure sign that the IAC is faulty. I have read so many items it makes my head spin. Thanks
 
Before you spend $70 on a new IAC, do two things:
1.) Make sure you don't have any vaccuum leaks.
2. Spend $10 on a pail of immersion type carb cleaner, the kind with a strainer basket to put parts in. Test the plastic on the IAC by rubbing some of the cleaner on it with a shop rag. If it softens the plastic, don't use it. If the plastic checks out OK, put the IAC in it and let it soak overnight.
 
Thanks, I have tried cleaning the IAC a couple of times with carb cleaner spray but has not changed the outcome. I have come of that stlye carb cleaner at work and I'll try that one last time.
Is there a way to test the sensor while off of the car. I have ohm tested it twice and it is within spec. I have tested for 12 volts and ok there. While moving the plunger by hand will the ohm of resistance change?? I am wondering if this sensor may have a "dead" spot and would any test show such a problem?? I also wonder if the sensor "goes to ground" like a short while in operation, and just stays to ground?? Just some thoughts I have had kicking around. Thanks
 
The IAC is a solenoid with a spring that holds the valve in a closed position. Moving the plunger should not result in a change of resistance.

The computer applies a pulse that varies in width to open the IAC. When the idle is too slow, the pulse is wider to cause the IAC to open and pass more air. When the idle is too fast, the computer reduces the width of the pulse so that the spring closes the IAC. The computer does not provide power to the IAC, only a ground to complete the circuit. Power for the IAC is sourced from the same circuit as the fuel injectors and emission control solenoids.
