Sounds like your RPMs are too slow and/or you have weak universals.

You should not see any bucking at 2500.
My cammed 408 will do just fine til about 1700.

Have you pulled the codes?

If you cruise in other gears at the same rpm, is the bucking still there?

But how far are you pressing on the gas?

Could be tons of things... under high load conditions like that, I would say it is an engine miss. But if it only does it on the highway?
