Quick timing Emmision question

My timing is currently set at 14 degrees via the Steeda timing adjuster. I just got my car smog tested. It failed the one of the tests, bairly but failed.
My question is, does retarding the timing back to 10 degrees help the emmisions? thanks.

take the timing adjuster off it is illegal in CA. yes the timing has a lot to do with it, put it back to stock. also put the stock H pipe back on, only the stock one is legal.

Thanks, hopefully i'll pass with the timing bumped back down, everything else is in great shape (plugs, wires, 02's, Etc). The guy doing the testing has no clue what a TA is and didn't give a rat's arse and had no clue about the non stock X-pipe. He will pass me as long as I pass the dnyo tests.
