raw fuel smell and bad idle

i been having this problem where my car wont stay running when its cold and it smells like raw fuel and a bad idle i tried to advance my timing but its the same i touch the top of the msd rotor where the plugs go into and got shock not once but twice could i have a bad plug wire there are 9 mm ford motorsport there are only 2 to 3 years old. i already got a iac check vac line really pissing me off it boogs and almost sputers back fires a little bit is it time for a tune up. i dump codes the only one i got was 67 running out of ideas and getting pist off

Check for fouled plugs. See if there is excess gas on them. Sounds like a fuel system problem, posibly your FPR. Dont worry you'll figure it out.
