I am working on the back brakes today, during some free time on a 98 Mustang GT.

I replaced the pads and rotors.

I used the rent-a-tool for the calipers with no issues, but it appears I have a problem.

On the brake rotor bracket, there are two sponge like pieces where the two brake caliper bolts go in. Do you know what I am talking about?

1. One of the "sponges" moves in and out freely (both do on the other side), but one of the sponges is like a solid piece and will not move in and out freely. I went ahead and bolted it up and I was getting grinding noises from the rear.

2. What is a good way to get surface rust off the rotors?

You need a new calper bracket. You can try to fix yours. I spent a 1/2 hour on my buddies and I got his to move. Be careful doing so, it almost snapped a couple times. Work it back and fourth. BTW..A new one is about 35 bucks. I would go that route.
 
It appears to be rusted, as I could not budge it with different approaches.

I am picking up a caliper bracket tomorrow from AutoZone, so hopefully that will solve the issues. :nice:
 
Youir slide pin is seized. VERY common on SN95 brackets. Usually a tear in the boot does the job. Sometimes you can twist them out. Then you will need to clean it up well, get new boots and regrease it.
