I know the bottom of the rear bumper gets held in from these

But the thing is their is a piece that has the holes on it that those retainers go into. That metal piece is held in by Rivets i believe. The piece is loose because the rivets(??) are just worn and old I guess. I think's its rivets im not 100% sure though. My question is can i just use like carriage bolts and a nut or something (if any other ideas other then the bolt and nut please reply with your idea) and if so what size would you guys say to get the carriage bolts in?
