rear bumper ?? the paint sucks

i have a yellow 02 GT and the paint on the rear bumper has these little black spots all over it and i dotn know what the hell they r and they drive me abosolutely nuts. i kinda think it is road tar or something liek that but im not absolutely sure and its been there since a little while after i got the car. any tips on how to get em off

You may want to try rubbing compound or a clay bar. Make sure its clear coat safe and wax afterwards.

detailers clay bar will take that right off...i did it myself this past weekend. Just make sure you keep the surface wet when using the clay bar
