I see. Maybe some antisieze on the shank of the bolt would be a good idea to prevent future rust issues ?
I had the same problem. Even a good quality sawsall blade wouldn't hardly scratch the bolt/sleeve.
I ended up using an angle grinder with a cutoff wheel. Worked so well I was cursing myself for not trying sooner. If you don't own an angle grinder, now is a good time to buy one. Even a $40 cheapie grinder from harbor freight will do the job.
THE best tool I own is an air powered die grinder fitted with a cutting wheel arbor and a full pack of cutting wheels. It completely made the hacksaws I owned obsolete. Yellow and white would most likely be Liquid Wrench. One of the best penetrating oils around.

I used an air hammer to push the bolt out along with some penetrating spray, I fought with it for 2days and almost gave it.
I just finished swapping out my v6 leaf spring to v8 . . .
