relay problem

when my car is cold or cool the fuel pump relay will not prime and shut off it just keeps on pumping so it wont start unless you hold the gas then it just idles really rough but once it is warm enough it will fire right off like normal do i need an actual "ford" relay or just get a new or used ecu? thanks for the help
 
I'd look for a shorted ground signal to the FP relay (including checking the FP jumper wiring at the self test connector. It's the same circuit).

Also check to see if the relay is latching (the common and N.O. terminals stay closed in the absence of 12 volts and ground at the relay coil.

A latched EEC relay can also cause a FP to keep running.
