rev engine up to 4K 4 or 5 times then car starts to get slight miss....

I was tuning on my car, I have noticed that sometimes it misses while lugging around, well while sitting still i can rev it up to 4000 rpm, let the rpms drop to about 1000 then rev it back to 4000 or 4500, then the car will start to miss, could this be a fuel starvation problem?? Look at my mods, could it be possible that I need a larger fuel pump?
