That does not mean they are putting new clear coat on it. They are gonna just remove enough clear coat to eliminate the rust spots and then buff it smooth again. You will wind up with less clear coat than you started and it will shorten the life of your paint especially if the car is a daily driver and lives outside.

That's 100% correct! Make sure they don't go through the clearcoat (will be noticible in direct sunlight as whiter streakes in the finish. If they go through the clearcoat, it will require a new basecoat (white) and clearcoat. You cannot apply clearcoat over areas where the clearcoat has been over-sanded.
