Sounds like you have a lot of metal work to do. Right way is to cut out the rust and fix it that way. POR15 or eastwoods have some nice products to help prevent rust.

Oh man....thats gonna have to be cut out and patched with new metal....small enought spot to work with.....shouldnt cost to much to fix it ...little cutting and welding por-15 that whole spot to stop future rust

Seriously, though ... gonna have to cut out a huge chunk there and either weld in a section of metal or get crazy with some fiberglass patching. Rust is cancer for cars, so you have to literally treat it the same way - with surgery and chemicals (paint and such). That's not something you can just nibble a little, smooth over, and forget. That looks like some pretty hardcore rust.
I'd be checking the rest of your chassis while you're at it. Pull the rear seats and examine your upper and lower torque boxes, pop the hood and check your front strut towers, and peek at the undersides of your doors. A rust infection is like having roaches in your home - for every one you see, there's a whole bunch more hiding elsewhere.
the area in the second picture is unfortunately right above the frame rail. I had a car with rust like that, and found out the frame rail was toast. Hopefully you have noticed it in time before it gets worse. My option was a new frame rail, and trunk patches. Hope it turns out ok for you.
