Seating upper control arn ball joint

I am in the process of installing 67 spindles on a 65 mustang.
I understand that the outer tie rods will need to be from a 67, and that all other holes are the same.

I tried bolting up the 67 spindles to new upper control arms and I just can't get them to seat properly.
I tighten up the bolt, back it off, and the spindle falls.
I can't get a torque wrench on the nut, so I have been using a wrench.
Should I try to get a torque wrench on there and tighten it to 80 lbs and see if it still slips, or is there something I'm missing?

What about the hard plastic ball joint cover? Does that stay on the ball joint, or is that just shipping protection?
I removed it, when I was test fitting the ball joints.

The spindles have been blasted and painted.
