Just wondering. Is there a ton of slop in the ignition key cylinder such that it can be moved enough to actually make things come on without the key in place? It fairly easy and straight forward to replace the ignition key lock cylinder when there's a WORKING key. Replacing the cylinder itself does NOT require PATS to be reprogrammed. However the services of a lock smith may make the process smoother in order to get the new lock cylinder re-keyed to match the original key.

While you are at it, can you check fuses F2.17 and F2.35?

F2.17 should only have power in the run position
F2.35 should only have power when the brake pedal is depressed.

1999-2004 MY fuse panel schedule:

Also check ground G204 behind the center console. This ground is shared by many devices including the radio and is frequently messed up during a radio install.
