Slow oil leak by a tensioner pulley?

I noticed oil was slung around the path of my engine's serpentine belt. I looked around and found that there is a slow oil leak by what looks like a tensioner pulley/assembly on the middle/lower left of the front of the engine. I've heard this may have been a common problem at one point.

Anyone experience this? If so, how is it fixed?
 
I think there is a bolt that holds the front cover on the engine that requires RTV when installing the bolt to prevent leakage. Do you have a Haynes manual? I know it is in there... Is it leaking around a bolt?

I haven't been able to get a good close look at it yet. Will this weekend when it's on the hoist to change the oil and rotate the tires. I don't have access to a Hayne's manual, but I do have access to the Ford Dealer Technition Repair manuals so I will check into that. Thanks.
