smell gas when starting

when I start my car in my garage I smell gas pretty good ,like it is running rich.car has full tune up ,timing set,no CEL,no codes in memory, KOER checks out ok,cylinder balance checks out ok,cleaned mass air,set TPS,good compression,bad mileage.could it be a bad FPR?
 
The fuel pressure regulator may have failed. Remove the vacuum line from the regulator and inspect for fuel escaping while the pump is running.
 
Dont mean to barge in, but without catalytic converters is it a sure thing that you're going to have a pretty rich gasoline smell from the exhaust? I think I have that prob. for sure if this is true.
