Speedometer Issues

Ok so I have been working on the issue with my Speedometer, Odometer and Trip Odometer not working for a few days now. I have replaced the VSS I have also replaced all of the gears in the actual speedometer cluster. When I put the key in my ignition and turn it to ACC my needle jumps up to 45MPH and stays there. After I turn the car off I can move it back down to 0. Any Ideas on what I can check next. Oh and the car also has a speedcal installed. Not sure why due to it has a stock rear diff in it but its there.

cant really comment on your actual problem but the speedcal might be for larger tires/rims
