Okay, then you did not hear the pump come on when you turned the key on as it required the engine to be running for it work. On the factory carbureted cars there is no inertia switch so it does not factor into this situation.
I would suspect the fuel pump, plugged or pinched line between the fuel pump and the tank, and/or the sock filter in the tank is covered with debris and plugged. It would not surprise me if there was not a sock filter in the pump as some people remove them and never replace them. This is not smart but people still do it.
