Sticky brakes?

Is it normal for the pads to maintain constant contact with the rotors? I noticed when I painted my calipers that they fit on fairly snug and the wheels dont spin as freely with the calipers mounted in place..

Ive also had a little noise from the constant contact, i believe the rears are touching too because i get a squeeling, howling or moaning (humidity related) at a very slow (half mph) idle roll.

If you can turn your wheels when on jack stands somewhat freely, your OK.
