Stock tach only does 3k and up

Alright here's the problem...once I fire up my 93, the factory tachometer immediately jumps to 3000rpm, and never goes under that while the car is running. It only reads rmp's at and above 3000, but is still accurate...it just doesn't record rpm's below 3000.

I was wondering what the best way to take care of this is... I'm thinking about just swapping it out for a stock ebay replacement. How hard is it to access the instrument cluster, and how to I take out that plastic shield? Or if anyone has any suggestions on how to fix it, I'd appreciate them.

Nevermind, I figured out how to remove it...and I sure had fun taking those dash panels off and on. Anyway, I took a look at the back of the tach and the solder points on a couple of the resistors looked a little shot, so I redid those...and boom, it works. Now I can say that I know the car idles at around 900rpm; which is about normal, right? Thanks for your suggestion, it worked great.
