Stud Mount Rockers

This is my first time installing stud mount rockers, always used pedestal.

Are the rockers supposed to be suspended up the stud by the valve and the pushrod? In other words, unlike pedestal, does the middle of the rocker not rest on anything?

Also, in that rotating part of the rocker where the stud slides through, is the flat part supposed to be pointed up towards the locking nut, or down towards the head?
