To hit tdc your balancer should be at 0 deg. Initial start up timing should be at 10deg btdc are you using aftermarket balancer? If stock balancer did you put the key back in crank hub? Did you do tear down or just replacing? Upgrading?

I'm not sure what you need that information for, When the piston is at it's highest point on the compression stroke it will be at TDC and this is when your pointer should coincide with the TDC marking on your balancer
