TFI Wiring confusion on pins 3 and 4

Standard gray TFI module, 1989 Mustang 5.0
Pin 3 (Run Power)
Pin 4 (Start signal in)

I assume pin 4 is power only when cranking, or is it during crank and run?
These can't be jumped to 1 single power imput can they?
